What it can and cannot do.

Two lists, then the event table a holder actually needs.

The mechanism is narrow by design. These two lists mark the whole of its reach.

And when nothing trades: nothing moves. No Paring gathers, no Tallage runs; open Notches simply stand. The mechanism moves only on trades and on Tallages that anyone may call.
